Most foreign universities want your transcript of records and diploma verified by the Commission on Higher Education, then apostilled by the Department of Foreign Affairs. Since the Philippines joined the Apostille Convention, the old red-ribbon process is gone, but students still lose weeks because they request the wrong certification order or visit DFA without the underlying CHED authentication first.
